Applying for a UK sponsor licence
Any UK employer wishing to hire a worker from outside the UK and Ireland who requires immigration permission must hold a valid sponsor licence. The application process is rigorous and the ongoing compliance obligations are significant.
Any UK employer who wants to hire a worker from outside the UK and Ireland who requires immigration permission must hold a valid sponsor licence issued by the Home Office. There are two main types of sponsor licence: a Worker licence, which covers categories such as Skilled Worker, Senior or Specialist Worker, Minister of Religion and International Sportsperson, and a Temporary Worker licence, which covers various subcategories including Charity Worker, Creative Worker and Seasonal Worker. To be eligible, your organisation must be a genuine trading entity with a UK presence, have HR systems capable of meeting sponsorship compliance obligations, and have identified and vetted suitable key personnel including an Authorising Officer, Key Contact and Level 1 User. The application process involves completing an online application, providing extensive supporting documents such as bank statements, HMRC evidence, lease or title deeds and employer liability insurance, and the Home Office processing time is approximately eight weeks.
Once a sponsor licence is granted, your obligations are ongoing and substantial. You must keep detailed records for each sponsored worker, monitor their attendance and engagement, and report any changes to the Home Office within ten working days — including absence, salary changes, promotion and termination. All of this is managed through the Sponsor Management System (SMS), which is also used to assign Certificates of Sponsorship to prospective workers. The Home Office can conduct compliance visits to your premises, either announced or unannounced, to check your records and interview key personnel. The consequences of non-compliance are severe: your licence may be suspended pending investigation, downgraded to a B-rating requiring an action plan, or revoked entirely — meaning all sponsored workers on your licence lose their permission to work for you. How long does it take to get a sponsor licence?
The Home Office aims to process sponsor licence applications within 8 weeks, though processing times can vary depending on application volumes and the complexity of your case. Priority processing is available at an additional fee and reduces the processing time to approximately 10 working days. Delays are common where the Home Office requests additional documentation or conducts a pre-licence compliance visit. What are the ongoing compliance obligations for sponsors?
Sponsor licence holders have extensive ongoing obligations. You must keep up-to-date records for each sponsored worker including their contact details, passport and visa copies, and evidence of right to work. You must report certain changes to the Home Office within 10 working days via the Sponsor Management System — including if a sponsored worker is absent without permission, leaves employment, has a change of salary or job title, or fails to attend work. You must maintain adequate HR systems to monitor and record compliance. Failure to meet these obligations can result in licence downgrade or revocation. What happens if the Home Office visits for a compliance inspection?
The Home Office can conduct compliance visits to your premises, either announced (with notice) or unannounced. Inspectors will check your record keeping, interview key personnel, review your HR systems, and may interview sponsored workers. If they find non-compliance, they will report their findings and the Home Office may take compliance action ranging from an action plan (for minor issues) to suspension or revocation of your licence (for serious or persistent failures). Can a sponsor licence be revoked?
Yes — the Home Office can revoke a sponsor licence for serious non-compliance, persistent failure to meet obligations, or fraudulent behaviour. Revocation has severe consequences — all sponsored workers on your licence lose their permission to work for you and must find a new sponsor within 60 days or leave the UK. Your business cannot re-apply for a sponsor licence for a cooling-off period (typically 12 months).
